Attorneys Leigh Fletcher and Tina Fischer established Rising Tide Innovation Center to meet the needs of small business owners, entrepreneurs, veterans, solo professionals, and STEM start-ups for a professional collaborative workspace in St. Petersburg.

Leigh K. Fletcher


Leigh Kellett Fletcher has been practicing land use, environmental and real estate law since 1997 and regularly represents clients acquiring, developing and selling real estate in Florida and the U. S. Virgin Islands. She has been involved in the purchase, sale and redevelopment of multi-family residential projects, office, commercial and mixed use properties and has worked with clients to obtain land use entitlements and environmental permits to develop and expand commercial development. She frequently works with clients acquiring environmentally contaminated properties and assists them with obtaining brownfield designations and completing remediation and development of those properties.

Leigh works with developers, lenders and government agencies structuring public/private partnerships and obtaining entitlements and environmental permits to facilitate redevelopment of contaminated properties, blighted neighborhoods and distressed projects. Ms. Fletcher also assists clients with due diligence, land acquisition, land use entitlement and development infrastructure financing.

Tina Fischer


Tina Fischer is a seasoned attorney and Armed Forces veteran with a passion for community engagement and small business creation.

Her law practice reflects her commitment to entrepreneurship. As partner at Fletcher & Fischer, P.L., she specializes in assisting small businesses with loans, land acquisition, and regulatory navigation to get them up and running quickly and affordably. Her ability to encourage and inspire collective efforts has also made her the go-to attorney in Tampa Bay when it comes to resolving disputes between landlords, tenants, owners, and neighbors. She serves as Board Member of Commercial Real Estate Women of Tampa Bay.

As 14-year veteran of the Air Force, Tina also understands first-hand the challenges faced by vets as they transition to the private sector, and she is passionately dedicated to helping them on their path to employment and entrepreneurship. Her ability to bring people together unites organizations, education, training, work space, and business resources to change the lives and careers this growing population of uniquely talented workers. She additionally holds leadership positions on several veteran support organizations: Chair of the Florida Bar Association Military Affairs Committee, Advisory Council for Mission United Tampa Bay, and she donates her legal services to the ABA Veterans’ Claims Assistance Network.

A natural extension of Tina’s business focus and community mindedness is her co-founding of Rising Tide Innovation Center, a coworking office space in St. Petersburg that inspires collaboration for new and burgeoning enterprises. The goal of Rising Tide has always been bringing people together for mutual support, connection and cross promotion. More than just desks, Tina and her business partner have created a true community that fosters innovation, entrepreneurial growth, connectedness, and where a rising tide lifts all boats.

Jenn Shaw

Director of Community

Jenn Shaw, brings her extensive achievements as a startup founder, early stage employee, and government, public sector, and corporate leader to the membership of RTIC, as a great resource navigating traditional businesses as well as the ups and downs of a startup culture.

She has an executive focus in product & strategic execution, financing & campaign strategy, program/ project development, operational process design, ecosystem, culture & brand development and organizational development. Jenn most recently served as COO for The Movement Cooperative, a tech and data non-profit working to radically upgrade the data, technology, and technical capacity available to support progressive activists. Prior to her work at TMC, she was SVP & Chief of Staff at NYC Economic Development Corporation in the Center for Urban Innovation where she worked collaboratively with leaders across anchor and emerging industries, government, academia and philanthropy to ensure NYC as a global leader of tech-driven, inclusive, and innovative economic growth. Prior to her service with NYCEDC, Jenn oversaw the new business, community and marketing teams at Civic Hall, a one-of-a-kind collaboration center for the world’s civic innovators.

As a serial entrepreneur, Jenn founded Bella Minds, which equips mid-career women in all 50 states to learn, lead and create with technology, as well as ConBody, a prison reentry program fronting as NYC’s preeminent fitness studio.

She is an avid traveler, skydive enthusiast, doting plant mom, MINI Cooper road tripper, hiker, tea drinker, bridge builder of the political divide, and quilter but her purpose in life is bringing tech and entrepreneurial mindsets to all people. She relocated to St Petersburg from NYC in August, and is excited to enjoy everything the entire Tampa Bay Area has to offer.
