Attorneys Leigh Fletcher and Tina Fischer established Rising Tide Innovation Center to meet the needs of small business owners, entrepreneurs, veterans, solo professionals, and STEM start-ups for a professional collaborative coworking space in St. Petersburg.

We are developing a community of like-minded people who want to grow their businesses and who are looking for the resources to succeed.  We have located our law office in Rising Tide Innovation Center because we are committed to being part of the entrepreneurial community in downtown St. Petersburg.  We look forward to connecting with you and coworking together in the future.

Leigh Fletcher

Co-Founder

Leigh Kellett Fletcher has been practicing land use, environmental and real estate law since 1997 and regularly represents clients acquiring, developing and selling real estate in Florida and the U. S. Virgin Islands. She has been involved in the purchase, sale and redevelopment of multi-family residential projects, office, commercial and mixed use properties and has worked with clients to obtain land use entitlements and environmental permits to develop and expand commercial development. She frequently works with clients acquiring environmentally contaminated properties and assists them with obtaining brownfield designations and completing remediation and development of those properties.

Leigh works with developers, lenders and government agencies structuring public/private partnerships and obtaining entitlements and environmental permits to facilitate redevelopment of contaminated properties, blighted neighborhoods and distressed projects. Ms. Fletcher also assists clients with due diligence, land acquisition, land use entitlement and development infrastructure financing.

Tina Fischer is a seasoned attorney and Armed Forces veteran with a passion for community engagement and small business creation.

Her law practice reflects her commitment to entrepreneurship. As partner at Fletcher & Fischer, P.L., she specializes in assisting small businesses with loans, land acquisition, and regulatory navigation to get them up and running quickly and affordably. Her ability to encourage and inspire collective efforts has also made her the go-to attorney in Tampa Bay when it comes to resolving disputes between landlords, tenants, owners, and neighbors. She serves as Board Member of Commercial Real Estate Women of Tampa Bay.

As 14-year veteran of the Air Force, Tina also understands first-hand the challenges faced by vets as they transition to the private sector, and she is passionately dedicated to helping them on their path to employment and entrepreneurship. Her ability to bring people together unites organizations, education, training, work space, and business resources to change the lives and careers this growing population of uniquely talented workers. She additionally holds leadership positions on several veteran support organizations: Chair of the Florida Bar Association Military Affairs Committee, Advisory Council for Mission United Tampa Bay, and she donates her legal services to the ABA Veterans’ Claims Assistance Network.

A natural extension of Tina’s business focus and community mindedness is her co-founding of Rising Tide Innovation Center, a coworking office space in St. Petersburg that inspires collaboration for new and burgeoning enterprises. The goal of Rising Tide has always been bringing people together for mutual support, connection and cross promotion. More than just desks, Tina and her business partner have created a true community that fosters innovation, entrepreneurial growth, connectedness, and where a rising tide lifts all boats.

During college, Bluey had the opportunity to study in three different countries, working with people from diverse cultural and national backgrounds. She then moved across the world from Vietnam and started her career in the administrative field in Fort Leonard Wood, Missouri.

Since moving to Florida, Bluey has worked in various types of businesses ranging from a federal agency to a home improvement business. In her most recent position, she oversaw the finances and the production operations. Bluey loves cooking, crocheting, and spending time with her dog, Evader.
